Identification and Registration of Bovines​

• Notification of Births and Deaths EN | MT​

 The microchipping unit is responsible for the management, control of registration and identification of pets mainly dogs and horses. The unit is also responsible for the registration of dogs that fall under the Legal notice 199 of 2011 and it stated that all dogs in Malta need to be microchipped and registered. The Unit is also responsible for the transfer record of dogs and horses and the notification of death of the said animals. The section is also responsible for the issuing of Equine Passports. 

• Report of Missing Pets EN | MT​

• Equine Transfer of Ownership EN | MT​​​​

• With this application form, an applicant can request to transfer equines for the present owner to the new owner. 
  
• Every person that is resident in the Maltese territory can use this, when needed. 
• The equine that will be transferred has to be registered with the Directorate’s System.
• Applications form can be filled online, either in English or Maltese by clicking on EN or MT as needed
• The application can also be printed and sent to the Microchipping Office, VRD, Annex Building, Abattoir Street, Albertown, Marsa, Malta, MRS 1123​
• If a printed document is sent, the Directorate requires also the photocopy of both owner’s ID cards and applicants must both sign the application.
• The application timeline is of 15 days. 
• There is no fee related to this application and no E-ID is needed to apply.

Ruminants Section

• Application to keep up to 4 small ruminants as hobby  EN | MT

• Application for business/large scale Ruminant Farm EN  | MT​ 

​Swine Section

• The intended keeper is to be approved as such after applying for a licence to keep swine as a pet; 
• Swine shall be identifiable by a microchip inserted beneath the skin of the left ear by a warranted veterinarian; 
• There may be no more than two swine on one site and no more than one swine shall be kept per person;
• Swine are only to be moved from approved sites with the prior approval of the Director except for emergency veterinary visits which are to be confirmed as such in writing by the veterinarian attending to the swine kept as a pet;
• Male swine shall be rendered surgically sterile through castration; 
• Breeding of swine by keepers is prohibited;
• Persons applying for a licence to keep swine as pet shall be eighteen (18) years old or over and able to take charge of a swine kept as pet. Any person convicted of offences against the Animal Welfare Act shall be forbidden from keeping a swine or applying for a keeper licence; 
• The Directorate shall be notified within seven (7) days from when any licensed swine kept as pet dies;
• The Directorate shall be notified within forty-eight (48) hours by a keeper in the case of the loss of a licensed swine kept as pet though an appropriate means of notification as may be stipulated by the Director from time to time;
• Carcasses of swine kept as pets shall never enter the foodchain or otherwise be used for human or animal consumption. Said carcasses are to be disposed of in terms of EU Regulation No. (EC) 1069/2009;
• Feeding of table scraps/swill to swine is strictly prohibited.

• A declaration of the microchip application and the castration of the pig if it is a male by a warranted veterinarian, must be submitted together with the application.
• A fee of €35 is to be paid by cheque to AHWD at the office were a receipt is issued (If application is sent online or by post, the cheque must be sent also by post)
• Duration of the approval is of 15 days from the submission of the application to the approval of the application.

Poultry Section

• The intended keeper is to be approved as such after applying for a Poultry Farm
• Persons applying must be 18 years or over.
• Persons with qualifications and/or experience will be more eligible, and if not a board will be held to evaluate the application
• The breeder will be included in the Directorate’s Database after the necessary inspections will be carried out, and a registration number will be assigned 
• Eid is needed to be able to apply online
• Applications form can be filled online, either in English or Maltese by clicking on EN or MT as needed
• All fields requested in the application must be filled.
• All documents requested in the application must be submitted
• If permission is granted, then a fee of €25.60c payable by cheque to the AHWD is required every beggining of the year for the licence.

Lagomorphs (Rabbits) Section​

• This registration form is to be used by persons that are interested in the breeding rabbits.
• Persons applying must be 18 years or over.
• The breeder will be included in the Directorate’s Database after the necessary inspections will be carried out, and a registration number will be assigned 
• Applications form can be filled online, either in English or Maltese by clicking on EN or MT as needed
• A Site plan has to be sent with the application, marking the place.
• The submission timeline is of 15 days 
• The applicant can also print the application and send it by post to the Veterinary Regulation Directorate, Abattoir Street, Albertown, Marsa, or come directly to our offices.

Bees Section

·        Application for Snail F​arming EN | MT

​Animal Welfare Unit

• Through this form, applicant may ask for the permission to keep a dangerous animal already registered in Malta as per SL439.19
• With this application the applicant will be entitled to legally keep and be responsible for the dangerous animals you their custody
• Individuals resident in Malta can apply.
• A site inspection is carried out to verify that the place is adequate for the keeping of this kind of animals 
• The keeper needs to have knowledge to keep the animal

​Safety of the Food Chain

• This application enables food business operators that require an approval under Article 3 of Regulation EC 853/2004, to start the process of approval of their establishment. 
• The Food business operators will be inspected and if found compliant with the relevant legislation will obtain an approval number to their establishment and the activity can operate, and the product can be placed in the EU market. 
• Food Business Operators can be of:

1. Red & white meat slaughterhouses 
2. Cutting establishments 
3. Mincemeat and meat preparations
4. Cold stores 
5. Fishery products

Feeding Stuff and Animal Nutrition Section

• The form provided is to be filled by applicants interested in the starting of any animal feed related activity, or if the applicant is already performing such an activity to be registered as a feed business operator. 
• Applications form can be filled online, either in English or Maltese by clicking on EN or MT as needed
• Anyone who is already performing this operation shall apply to regulate the position of the business within the Veterinary Regulation Directorate. 
• The application timeline is of 30 days with the issuing of a registered letter sent to the applicant after evaluation of the application.
• The application can be filled online and submitted, or it can be printed and sent to The Veterinary Regulation Directorate, Feeding stuffs and Animal Nutrition Section Abattoir street Albertown, Marsa ​

• ​Ceasing of on-farm mixing activity for a type of feed EN| MT

• This form is to provide farmers who perform on farm mixing of feed to notify the feeding unit that the applicant has stopped such activities. 
• The applicant will receive an acknowledgment letter that his file has been updated according to the instructions given by the applicant, after receiving the request.
• All farmers that are registered to perform on farm mixing of feed and would like to stop this type of procedure are to advise the Directorate via this application.

• Farmers that have an interest in starting the on-farm mixing of feed for the exclusive use on their holdings or they are already performing the mixing on their farm for their own holding. 
• They will be registered for this activity after the applicant has been positively evaluated.

Trade Unit

• This is a pre notification that an owner of a pet must fill in to notify the Veterinary Regulation Directorate of an arrival of a pet and stating that the pet will be accompanied by someone else not him/her. This form is important to be filled so that the pet will be inspected on the arrival for into Malta. the pet must fulfil the health requirements that are listed in regulation 576/2013
• Any pet owner shall notify the department in order to enter the owner of the pet need to make sure that his pet has: 

1. A microchip
2. A rabies vaccine at 12 weeks of age 
3. A pet passport 
4. 21 days must pass prior entering to Malta 
5. Between 24 hr to 120 hrs the pet will need a health examination and in case of a dog it will need the de worming ​

• The form is online and in English. 
• The form will be approved automatically with a reference number and an appointment will also be schedule with the department.

• This declaration is needed by the owner to inform the Competent Authorities that the pet will remain within the secure means of transport during transit or with the perimeter of the airport with the pet and the pet did not have contact with any other animals
• The test is listed in regulation 576/2013​
• This form needs to be filled if the transit during transportation will occur in a county with high risk of Rabies 
• Any pet owner can fill in the form 
• The form is online and can be found in English and Maltese as an E-form
• The form will be authorised and vetted in a day 
• The owner shall keep a copy in hand during travel
